Before attempting to control foot and mouth disease it is important to define precisely the objective of any proposed measures. Eradication implies a policy in which the presence or possible incursion of the virus is not tolerated. Control implies that the presence of the virus might be tolerated but the effects of the disease are minimised by vaccination and other zoosanitary measures.
