The first significant attempt to harmonise FMD control for all countries within the
European Community was introduced in 1987.
Directive 85/511/EEC defined Community-wide measures and allowed a differential system
of non-vaccination and 'stamping out' for control of an outbreak in FMD-free states
(United Kingdom, Ireland and Denmark), or mass annual prophylactic vaccination in
endemic areas. In the vaccinating countries a 'partial slaughter' policy could be
employed following an outbreak, which allowed for the survival of non-diseased
in-contacts, on the basis of their non-susceptibility after multiple previous
vaccinations, and emergency ring vaccination around the outbreak.
Protection and surveillance zones of 3 km and 10 km radius, respectively, were defined,
and recommendations made on zoosanitary measures and movement controls.
National policies for vaccine banks were advocated, and the Community Coordinating
Institute (CCI) and European Community Vaccine Bank (ECVB) were introduced.
