Movement Controls

 

 


Movement of infected animals is the most common method of transmission of FMD. Movement controls are therefore an essential component of FMD control, particularly stamping out. Where movement controls are inadequate, FMD control will inevitably fail.

Movement controls aim to:
• prevent all movements onto and off the infected premises (IP).
• prevent all movements onto and off all farms that have had direct or indirect contact with the IP during the period when virus might have been present.
• prevent or control all activities that carry a risk of transmission of FMD such as:

• milk collection
• sale of meat
• artificial insemination
• markets
• vets and other animal handlers
• abattoir

The size and duration of control zones imposed around an IP will depend on the particular circumstances of the outbreak and the country or zone concerned.

An example of the measures that might be enforced are given in Article 9 of Council Directive 85/511/EEC. In principle these establish:

• Protection zone

• Surveillance zone

• Infected area
