Prevention of FMD relies on the imposition of zoosanitary measures suitable to the country concerned. The OIE is the organisation responsible for regulating trade in animals and their products. The OIE produces an International Animal Health Code which advises member countries on suitable measures to be taken in terms of trade in animals and their products to safeguard animal health. Full details can be obtained in the form of the program 'HANDISTATUS' which can be downloaded free of charge from the OIE World Wide Web site http://www.OIE.int. The information in this module summarises some of the regulations in the OIE code but users are directed to this site for the definitive text.

The OIE code defines
• Countries according to their FMD status
• Import/export regulations for animals and animal products

In countries where FMD is endemic or sporadic, vaccination is an essential component of FMD prevention and control. However, vaccination alone will never control FMD completely and must always be combined with control of animal movement.

In countries free from FMD, an important element of disease prevention is the preparation and periodic 'real time' evaluation of contingency plans, including the potential use of emergency vaccination.
