Implementation of a national FMD control policy
• surveillance for FMD
• clinical surveillance
• virological follow up of suspect cases
• serological surveillance for
• evidence of infection
• efficacy of vaccination
• an effective disease surveillance system with prompt and efficient
reporting of FMD nationally and internationally to OIE
• establishment of a reference laboratory with responsibility for
diagnosis and submission of representative samples to regional or
world reference laboratories
• policies to prevent introduction of FMD
• control of FMD
• this will usually involve intensive
national or regional vaccination campaigns using approved vaccines
under governement control. In exceptional cases the incidence of
the disease might be sufficiently low that a slaughter policy might
be introduced in the first instance
Recognition as free from FMD with vaccination
• All of the above components of an FMD control policy must be in place
and have been shown to be effective
• No outbreaks of FMD recorded for at least two years
• If outbreaks do occur, FMD-free status may be regained after either
12 months if 'stamping out' is applied or after a further two years
if it is not

• Policy of stamping out
• Prompt and regular reporting of disease
• No outbreaks for at least 12 months
• No vaccination or importation of vaccinated animals
